Proceed with Caution: Navigating AI Risk, Policy, and Oversight

AI adoption is accelerating across Canada, while governance, policy, and regulation struggle to keep pace. In this session, IPE's Anika Patychuk and Frank Fazio (CySAT Security Inc.) will help municipalities, community organizations, and public sector entities navigate emerging legislation, policy considerations, human oversight expectations, and an increasingly complex regulatory landscape. Drawing on  Canadian case studies and current threat intelligence, Frank and Anika will outline key AI risks and consequences of inadequate oversight. They will also offer practical tools and frameworks to manage AI risk proactively.

Frank Fazio
Frank Fazio is the founder of CySAT Security and a highly respected thought leader and educator with more than 30 years’ experience in the information technology field. He is certified in Incident Response and Advanced Forensics and his cybersecurity expertise is regularly sought out by organizations in the broader public sector. Frank has delivered numerous training sessions to municipalities and related organizations, including the Ontario Media Relations Officers Network, the Municipal Information Systems Association, the Federation of PEI Municipalities and AMO, amongst others. His practice is uniquely focused on equipping individuals with the skills and knowledge they need to protect themselves online and the critical assets of the organizations they represent.

Anika Patychuk
Anika Patychuk is a Strategic Risk Projects Consultant with Intact Public Entities. Since joining the company in 2023, she has advanced several key initiatives, including the launch of the self-inspection app, coordination of fleet review recommendations, and development of new cross-departmental connections.
In her role, Anika researches and analyzes emerging risks, develops policy recommendations, and prepares client-focused resources for municipalities and community service organizations. Her work covers a wide range of topics, with particular focus on cyber risk, artificial intelligence, and innovative approaches to risk management. She also supports education and innovation initiatives across the company.

Anika brings strong technical expertise in data analysis and visualization, with experience using Power BI, R, and SPSS to transform complex datasets into interactive dashboards, reports, and presentations. Her ability to translate data into meaningful insights helps clients identify trends and make proactive decisions.

She recently completed her Master of Arts in Social Psychology at Wilfrid Laurier University, successfully defending her thesis in 2025. Prior to joining IPE, she held roles in research, communications, and user interface development with organizations in Ireland and Canada. Anika has also presented her work at national and international conferences.
